Great conditions for the men's race:-) Even after the course was shortened to avoid some flooded sections, they were still contending with this:

Yesterdays race was more like the last man standing vs who was the best cyclist.

Not taking anything away from his win, and like the saying goes you gotta be in it to win it, but I would have to say that the answer to your question would be a pretty definitive no, I believe only 45 guys finished, so there were more then 100 dnf's

You always get huge numbers of DNFs at the worlds road races due to the last part of the course being multiple laps around a circuit. Last year in Innsbruck the weather was perfect, and there were still only 76 finishers and over 100 DNFs.

This was a pretty epic endurance contest and Pedersen simply had more on the day than anyone else. He's not an unknown rider, he just hadn't made his mark on the sport until the Worlds. I'm sure we'll be seeing a lot more of him in the future.
Frankly, I don't see his win as being particularly more unlikely than Annamieke Van Vleuten soloing for over 100K to victory.
