Don't have to buy out Hammond and May, all three contracts were up at the same time, at the end of March. They've both said the won't do the show without Clarkson. Lots of rumors about them doing a show together for Netflix.
But the show isn't dead either, yet. The BBC says it will keep making the show but it won't/can't be the same. The formula isn't enough without the cast, Tog Gear USA and Top Gear Australia have proven that (the latter cancelled after 3 seasons or so, the former struggling to survive)
Cycling connection: I got a kick out of watching Hammond crash an electric shift Pinarello in one of the last shows they did. Nice bike. He legitimately bailed hard.
