I assume this was done simply for some odd aesthetic reason, rather than structural reinforcement.

That's obviously home made as the extra rods are just rebars. Certainly added unneeded weight at no structural benefit.

I'd estimate about 4 pounds of iron there. Would make the frame very rigid. It's a very low gear ratio for a fixie. Just for tooling around for fun and being looked at.
